What Colmeal Is
It is principle-based, locally adaptable, and designed to embed into existing systems and processes: making space for what’s missing, building on what already works.
Colmeal stimulates positive change across four interconnected levels.
Personal
People deepen their sense of their own agency. Former offenders become community champions. Women who have never spoken publicly convince government officials with data they collected. Youth surface truths adults had stopped seeing.
Community
Communities create platforms where all voices are heard. They identify and prioritise challenges and root causes, then design action plans to address them. They generate and analyse their own data, engaging institutions as co-responsible actors
Institutional
As communities bring their own evidence, relationships shift from transactional to mutual accountability. Government bodies, justice systems, and other institutions have integrated Colmeal into their own practice.
System
Government planning processes incorporate community data. Policy frameworks reflect community-identified root causes. The methodology organically spreads laterally, adopted by neighbouring communities, peer institutions, and national bodies.
How change happens in Colmeal
If:
Communities identify their own priorities and use evidence they own and trust
Under conditions:
Where project teams create space and all voices are genuinely heard.
Then:
Communities drive change that outlasts the project, from personal agency to system change.
Because:
Something shifts at every level: how people see their own agency, how families decide, how communities organise and engage institutions with their own evidence.

Because something shifts at every level: how people see their own agency, how families decide, how communities organise and engage institutions with their own evidence. And each Colmeal cycle the community runs builds the relationships, evidence, and habits of reflection that make the next cycle stronger.
